The FTA’s October guide addresses multinational-group scope and registration. Finance teams should distinguish new guidance from a new tax announcement.

The Federal Tax Authority has issued a Top-up Tax Guide on Scope and Registration for multinational enterprise groups. The announcement says the guide addresses scope, entity treatment and registration, with practical explanations and examples.

This is a guidance update. It should not be read as an announcement that every UAE company now has a new top-up tax obligation.

Who should pay attention?

Finance leaders responsible for entities that may belong to a multinational group should bring the publication to the person managing group tax. The FTA identifies tax personnel and tax agents as intended users and says the guide should be read in full alongside the relevant requirements.

A useful internal next step

Confirm who owns the scope assessment, which group information they need and where their conclusion will be documented. If ownership is split between local finance and a parent group, agree who follows up on unanswered questions.

A local revenue figure alone is not a complete assessment. Avoid relying on a headline or an AI summary to decide whether a group or entity falls within the rules. This news brief does not determine scope or calculate a liability.

Contact Finaxil about your finance-readiness questions if your team needs help organising records and responsibilities for an appropriate review. Use the official FTA announcement to locate and read the guide.
